While the principles enshrined in the Charter - which must be respected by all those who wish to participate in this process as well as the organization of new forms of the World Social Forum - represent an integrated synthesis of the decisions that prevailed at the Forum in Porto Alegre and emphasized its success, Those decisions and draws directions derived from their logic.

The World Social Forum, held in Porto Alegre, is a limited event in time and space. From now on, with the stated certainty in Porto Alegre, that "we can create a different world", the World Social Forum is a continuous process that looks for and adopts alternatives, and can not be reduced (the forum) in the events or incidents that support it.
The World Social Forum is a process by the world (a global process). All meetings held as part of this process have an international dimension.
All the proposed alternatives in the World Social Forum stand in the face of the globalization process led by large multinational corporations and governmental and international bodies that serve the interests of these companies by national governments. These alternatives were formulated to confirm that the globalization of solidarity groups will prevail as a new phase in world history. Globalization that respects human rights in general - the rights of all citizens (women and men) the rights of all nations - the rights of the environment. A globalization based on international democratic systems and institutions in the service of social justice, equality and the authority of peoples.
The World Social Forum brings together and creates links between civil society organizations and movements from all corners of the world but nonetheless deliberately not as a body representing global civil society.
The World Social Forum is not intended to be organized. Therefore, no one who has benefited from any form of forum will be authorized to hold a position representing all participants in the forum. Forum participants will not be invited to:
To make decisions as a body either by voting or consensus to declare positions
Or to make proposals for a work to which all or a majority of participants are bound,
Or decisions that appear to be founding positions of the forum as an organization.
Therefore, the forum does not constitute a position of authority that the participants will contest during their meetings and will not be called the only choice of interaction and movement between the organizations and movements of the participants.

In spite of the above, the groups participating in the Forum or a number of them must make sure that they have the right during the forum meetings to seek to issue statements or to move which may be decided either alone or in coordination with other participating parties. The World Social Forum ensures that such decisions are disseminated and disseminated to the widest possible extent by all means at its disposal, without being directed or elevated to higher levels, subject to censorship or prohibition, but as decided by the Community or the group of groups from which such decisions were made.
The World Social Forum is a pluralistic pluralistic, non-ideological, non-partisan content that fosters links in decentralized forms between organizations and movements immersed in concrete activity, whether local or global, aimed at building a different world.
The World Social Forum will always be an open forum for pluralism and pluralism in the activities and modes of action chosen by the organizations and movements in which they participate, in addition to allowing pluralism in gender, race, culture, generations and natural capacities provided that they adhere to the principles of this Charter. No party organization or military organization will participate in the forum. Government leaders or members of legislative organs who accept the obligations of this Charter may be invited to participate on the basis of their personal values.
The World Social Forum opposes:

All supporters of totalitarianism
And all those who reduce visions to an economy, development or history
And all those who use violence as social controls by the state.
It firmly adheres to its respect for human rights and the true practice of democracy, democracy, participation and peaceful relations in equality and solidarity among people of all races, types and peoples and condemns all forms of domination and submission to one another.

As a forum for dialogue, the World Social Forum is a movement of ideas from which research is based - which is fully transparent in disseminating and circulating the results of this research - in the mechanisms and tools of control sought by the capital as well as in thinking about the means and activity that resist and overcome this control and reflect on the proposed alternatives to solve problems Exclusion and inequality created by the process of capitalist globalization in all its racial, sexual and destructive dimensions of the environment both globally and within countries.
The World Social Forum, as a framework for exchange of experiences, encourages mutual understanding and knowledge among participating organizations and movements and gives special place to the value of exchange in their home, especially in the community to focus economic activities and political movement in serving the needs of the people and respecting nature in the present and for future generations.
The World Social Forum, as a content of relations, seeks to strengthen links and create new regional and international links between the organizations and movements of society to increase the ability of unarmed social resistance against the ongoing dehumanization of the world and the violence used by the State. The humanity taken by these organizations and movements.
The World Social Forum is a process that encourages organizations and movements involved in the promotion of their local or national activity and encourages them to seek effective global participation in issues such as global citizenship issues and put on the global agenda the practices they are trying to bring about this change to build a new world in which we all stand together.
